The Strategic Planning Unit consists of:
a) the Strategic Planning Committee, and
b) the Strategic Planning Service.
Mission
The mission of the Strategic Planning Unit is to prepare the strategic plan of the Higher Education Institution (HEI) and to draft programming agreement plans as outlined in Article 15 of Law 4653/2020 (Government Gazette A’ 12).
Strategic Planning Committee
1. The Strategic Planning Committee consists of:
a) the Rector,
b) the Vice Rectors,
c) four (4) members of the Teaching and Research Staff of the HEI, at the rank of Professor or Associate Professor, representing different academic disciplines covered by the HEI,
d) The Executive Director of the HEI and the Head of the Strategic Planning Unit attend the Committee meetings without voting rights.
2. The term of office of the Committee is four years and coincides with the term of the Rector of the HEI.
3. The responsibilities of the Committee include:
a) drafting a strategic plan proposal for the academic and research development of the HEI within the framework of the National Strategy for Higher Education, Research and Innovation, as well as the European and international strategy in the field of higher education, and submitting it to the University Council for approval, in accordance with Article 224 of Law 4957/2022,
b) evaluating development plan proposals from the academic and research units of the HEI, as well as plans for digital transformation (Article 227 of Law 4957/2022), equal access for persons with disabilities and special educational needs (Article 226), and sustainable development (Article 228), aligning them with the HEI’s strategic plan as per Article 224 of Law 4957/2022,
c) drafting programming agreement proposals under Article 15 of Law 4653/2020 (A’ 12) and submitting them to the University Council for approval, as well as collaborating during their implementation with the Hellenic Authority for Higher Education (HAHE) and the Ministry of Education and Religious Affairs,
d) coordinating and monitoring the implementation of: i) the strategic plan, ii) the programming agreements of Article 15 of Law 4653/2020, and iii) the HEI’s annual performance targets.
Strategic Planning Service
1. The Strategic Planning Service is established at the directorate level under the Strategic Planning Unit. It is staffed with administrative personnel of the HEI and headed by an HEI employee with either permanent employment status or an open-ended private law employment contract, from the following categories: Administrative and Financial (UE), Administrative and Accounting (TE), or Administrative Secretaries (SE).
2. The specific responsibilities of the Strategic Planning Service (hereinafter “Strategic Planning Directorate”) are:
a) implementing the decisions and providing secretarial support to the Strategic Planning Committee,
b) collecting, processing, and analysing data from academic and administrative units, necessary for drafting and substantiating the strategic plan, and for applying monitoring procedures for its implementation,
c) coordinating the use of all available funding sources for the implementation of the strategic plan and the programming agreements under Article 15 of Law 4653/2020,
d) monitoring the progress of the following plans: i) digital transformation (Article 227, Law 4957/2022), ii) equal access for persons with disabilities and those with special educational needs (Article 226, Law 4957/2022) and iii) sustainable and long-term development (Article 228, Law 4957/2022),
e) monitoring the progress and evolution of projects concerning the development of HEI infrastructure and equipment,
f) monitoring national, European, and international developments in strategy for education, research, and innovation in higher education, and informing academic, research, and other institutional units accordingly,
g) collaborating with the Quality Assurance Unit to prepare the annual performance report for the allocation of the HEI’s regular annual funding, in accordance with Article 16 of Law 4653/2020,
h) conducting studies to support the academic, research, and overall development of the HEI in its fields of activity,
i) collaborating with the HEI’s Digital Governance Unit to develop an integrated information system for monitoring the implementation of the strategic plan, the programming agreements, and the annual performance targets of the HEI,
j) carrying out any other responsibilities provided for in the HEI’s Statutes.
